History

s.a.b. has been active in the public pool sector since 1995 and is a pioneer in the German PPP Market.

The beginning

After studying aviation and aerospace, business management, psychology and sociology at university and serving as an officer in the German Armed Forces, Wolfram Wäscher modernized an inland shipyard on Lake Constance.  

The passenger ships and ferries had provided the old shipyard only with sporadic work; therefore at the beginning of the 1990s a novel product was introduced: the ”stainless-steel pool“. It was a tough piece of work since the shipyard had only used black metal and thick sheet metal for over 70 years; those materials had been processed with the crude tools commonly used in traditional shipbuilding. Stainless steel, however, required completely new principles of production. They were thin steel sheets merely 1.5 to 3 mm thick – calling for sensitive craftsmanship rather than crude shipbuilding. 

Wäscher underwent to restructure the company with great commitment. Only three years later it had turned into a competitive stainless-steel production facility. The company was thriving and could look forward to a constant flow of profitable orders.

From that moment on his business focus was on serving the “community“ as his customer.

1995

In the Year of 1995 Wolfram Wäscher founded Company s.a.b. in collaboration with a renowned architect specializing in leisure and pool installations. Their strong points were the planning of the construction and operations of leisure and pool facilities. By now the company has done the project consulting, planning and/or construction of about 200 pool and sport facilities. 

1997 bis 2004

In 1997  s.a.b. started on the development of the very first PPP Project which was opened in Vorarlberg (Austria) in 2004. Five companies, four banks, two sponsoring agencies and a small community were involved in this project of € 11 million and many a hurdle.

2004 bis 2006

During several hard years of gathering experience in the new German PPP Market, Wolfram Wäscher and s.a.b. learned a lot about the potential hazards of PPP partnerships. By supporting the s.a.b. associates and Councils as well as by following the most essential principle of the company, ”avoiding insolvency“,  s.a.b. successfully mastered those difficult times and circumstances.

Subsequently Company s.a.b. was increasingly coined by the influence of the council, particularly by Dr. Wolfgang Sigg, friend and councillor. The lawyer and experienced politician on the community level had acquired a solid professional knowledge and understanding of community issues early on. Dr. Sigg has been interested in politics since his adolescence and has been active in countless clubs and associations with great commitment. Furthermore he was the mayor of Friedrichshafen on Lake Constance for 16 years. He therefore greatly contributed to the accumulation of PPP know-how.

The knowledge and experience of both sides – company as well as community, business as well as government – enabled Company s.a.b. to develop a unique treasure of specialized PPP knowledge. 

From 2007 until today

that s.a.b know-how has successfully been turned into projects. s.a.b. entered into partnerships with the State Capital of Hannover, the dynamic Town of Siegburg, the center of tourism in the Sauerland Region, Winterberg, and the community of Hechingen in the Hohenzollern Region within the Swabian Alps.

The s.a.b. management, council and their network of partners have been investing their knowledge and skills in the extensive development of PPP. 

That was how P-K-S-P was born.

P-K-S-P = Private Community Synergy Projects

Wherever the horizon of PPP ends, PKSP creates new perspectives, expanding the range of action.  

  • PKSP stands for more private services, greater commitment, economical creativity and market compatibility.
  • PKSP is interdisciplinary and offers impulses for the improvement of planning and activities on the community level that will save taxpayers’ money.
  • PKSP does away with limited-thinking-on-a-local-level, thus increasing the utilization of synergies for a community development that is geared towards the future.

Winterberg is the first PKS Project

A PKSP takes the actual need of overall community installations such as public pools, town halls, tourist centers, festivity tents and parking spaces of the location into consideration. It combines those spaces and facilities with business buildings and installations, thus achieving an optimum in economy for the new whole range of facilities. 

Results

The projects that have been developed since 2007 run successfully on a permanent level. The reasons for that are the experience and the serious commitment of the associates, employees and the council of s.a.b. in combination with the fact that they have always believed in the success of the projects.

Partner models between community and private business can only come to life and stay alive if both parties contribute an essential precondition: the existence of executives who are capable of making decisions and delivering.
